This position is located in Fiscal Service at the Portland VA Medical Center. The incumbent will perform a specified portion or portions of the full range of budget analysis assignments. 

Major Duties:

As a budget analyst for the Medical Center, the incumbent is responsible for the formulation and execution of the budget for all appropriations and programs at the medical center. Budget plan includes FTEE and workload as well as monetary plans. Development of the plan requires interpretation and in depth analysis of the medical centers budget distribution and solicitation, coordination and consolidation of input from all organizational components. Incumbent uses skill in analyzing and forecasting patient programs, services offered, employee turnover, and new technology when detailed historical data is scanty or unavailable. Monitors all changes to the plan throughout the year. Monitors actual financial, workload and FTEE against the plan. Identifies potential problem variances and reports to the supervisor. Performs variance analysis monthly and quarterly and makes regular salary and FTEE projections. Continually advises supervisor on actions necessary to meet end-of year targets. Ensures control point clerks and officials remain on track to meet their budgets by monitoring the rate of expenditure of budgeted funds and by communication with program officials and their staff. Provides budgetary assistance to administrative officers or others with special purpose funding responsibility. Develops budget estimates to be used to answer Requests for Proposal or Grant Funding opportunities for new programs. Provides data to the Budget Committee and Position Management Board to assist in decision making for the resources of the facility. Analyzes funding requests and makes recommendations on agenda items to the supervisor. Tracks approved funding actions. Provides a variety of reports related to the status of funds, FTEE and workload for upper management. Prepares and submits budget reports to the supervisor for VISN 20 and VACO requests and suspenses.The incumbent will provide technical assistance to lower level budget section staff, including training and production of the Budget and Travel section of the Fiscal Service. Executes the organizational structure of the service as defined by the CFO. The incumbent will ensure the guidelines, performance standards, work review and reporting requirements are implemented and appropriate. Will recommend selection, evaluation, initiation of promotion, adverse and other personnel actions for the members of the section, and selects, supervises and performs all supervisory function over the activities of subordinates.

Time-in-grade:  Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in budget formulation, preparation and review, providing assistance to Service Chiefs and Program Managers on budget execution and application of funds. Preparing program analysis, preparing complicated and detailed budgetary reports, salary projections, studies and reports for the basis of decision making at multiple levels. Ability to develop work assignments, provide technical assistance to lower level section staff.

There is no educational substitution for the GS-12 level.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) based on your application for this position.

Knowledge of a wide range of the principles, procedures, and concepts of government budgeting, to include laws, regulations, process structures, and interrelationships with other key areas such as government accounting, cost accounting, workload volumes, and managerial information systems.

Knowledge and skill to analyze various cost reports, computer printouts and accounting source documents to monitor actual obligations vs. budget plan to ensure that program objectives are being met.

Ability to analyze historical spending trends and projects needs to provide a basis for suggested funding levels used in budget planning for future years and in determining whether current funding requests are appropriate.

Physical Requirements: In this position, the person sits at a desk and works on a computer. Person may have to attend meetings in other buildings on the PVAMC campus. Sitting (up to 8 hours), walking (up to 4 hours), standing (up to 4 hours).
