Power Plant Electrician (TC-I) at Umatilla

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This position is located at a hydro-electric generating facility that includes hydropower, navigation, fish passage and recreational activities. The project spans the Columbia River near the town of Umatilla in northeastern Oregon, approximately 10 miles north of Hermiston, Oregon and 30 miles south of Kennewick, Washington. The area is mostly desert with irrigation for agriculture and crop production. The project lies in close proximity to Hermiston, Oregon and the Tri-Cities of Kennewick, Pasco and Richland, WA, which are full service communities. There is a daily van pool from the Tri-Cities. Employees working at McNary Dam and living in the State of Washington are exempt from Oregon state tax.

- Installs, modifies, repairs, and performs diagnostic evaluation, troubleshooting and

periodic and unscheduled maintenance on the full range of electrical and solid state

analog electronic equipment common to hydroelectric power producing stations.

- Installs, modifies, troubleshoots, and repairs equipment and systems ancillary to

the project such as power distribution systems; heating, ventilating, and air

conditioning (HVAC) systems; lighting; security systems; dam safety instrumentation

systems; and communications and telephone systems.

- Maintains, repairs, and calibrates recording and indicating meters, automatic

generation control, voltage control equipment, communication equipment, and relays. -
-Troubleshoots and repairs industrial electronic equipment.

- Performs soldering, brazing plating, and various types of light, non-structural

welding, as required.

SCREEN OUT ELEMENT: I have the ability to perform the common tasks of a journeyman

electrician in diagnosing, repairing, and maintaining power distribution circuits,

control systems, communication systems, and high voltage heavy duty generating and

distribution systems, under close supervision of a supervisory electrician with

inspection performed at the completion of each task. Failure to meet the screen out element will result in an ineligible rating.

- Theory and Instruments (Electrical) Used in Shop and Trade Practices
- Technical Practices (theoretical, precise, artistic)

- Ability to Use Electrical Drawings
- Ability to Use and Maintain Hand Tools (electrical work)
- Troubleshooting

 

PHYSICAL EFFORT: The incumbent handles heavy parts and equipment and works in cramped quarters in tiring positions. Physical effort requires climbing stairs and ladders, and lifting, carrying, pushing, pulling and twisting objects frequently weighing up to, and occasionally over, 45 pounds. A high degree of concentrated mental and visual attention is necessary to determine cause of trouble and to plan and carry out corrective action; to interpret complex drawings; and to coordinate a high degree of manual dexterity with close visual attention for sustained periods. Ability to distinguish colors is essential.


WORKING CONDITIONS: Work is performed in the project powerhouse, other structures, and outdoors. The employee is exposed to noise, extremes of heat or cold, dirt, oils, greases, dust, energized equipment, moving machinery, odors and fumes. Works around and over water, in damp drafty areas, and at various heights. May work with a variety of toxic or caustic materials. Required to work in concrete structures. There is a possibility of cuts, burns, falls, and electrical shock. Must wear all appropriate safety equipment and protective clothing, and successfully complete and maintain all occupational health requirements.
