This position is being filled under the TCF Recent Graduate Program. TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field.
Individuals selected for these positions are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location.
If selected for the TCF Recent Graduate Program, you will follow a formal training plan for 2 years. During the first year, you will be under a temporary appointment in the excepted service. Participants who are successfully meeting the requirements at the end of their first year are eligible for conversion to a permanent appointment or a term appointment (1-4 years in duration) without further competition. This conversion is at the agencys discretion.
Selectees will be required to sign Mobility, Training, Continued Service and Participant Agreements.
MAJOR DUTIES:
- At the GS-5 level a Recent Graduate Participant will perform a variety of clearly-defined tasks assigned to increase the employees knowledge and understanding of the functions of budget administration, and provides a general familiarity with governing policies, procedures and regulations. Consolidates budgetary data prepared by others, researches regulatory literature, enters data on related forms and schedules in accepted formats. Summarizes information in a few related forms and schedules. Checks agreement of totals and subtotals of costs for similar line items in related reports.
- At the GS-7 level a Recent Graduate Participant will performs advanced trainee work. Conducts limited analyses to develop required data and information for reporting purposes, prepares documents needed to process budget estimates. Drafts reports, performs analyses of budget requests, and compiles data to be used for forecasting obligations. Reviews, edits and consolidates annual budget estimates.This is a developmental position leading to a GS-09, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Work Schedule: Monday - Friday 8:00 a.m. to 4:30 p.m.

ELIGIBILITY REQUIREMENTS:
In order to be eligible for an appointment under the TCF Recent Graduate Program you must meet the following requirements:
· You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study thats part of an accredited college-level, technical, trade, vocational, or business school curriculum.
· Veterans (as defined in 5 USC 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study.
GS-5: You must have three years of general experience, one of which was equivalent to GS-4. Examples include: Knowledge to develop work assignments, budget formulations, reports, analyze historical data.
GS-7: You must have one year of specialized experience which was equivalent to GS-5. Examples include: developing work assignments, budget formulation, preparation and review for various programs. Preparing complicated and detailed budgetary reports, salary projections, studies and reports. Ability to analyze historical data.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
- Academic and professional knowledge of budgetary methods and procedures, accounting principles and theory, including cost allocation.
- Knowledge and skill to analyze various cost reports, computer printouts and accounting source documents to monitor budget spending to plan.
- Ability to analyze historical spending trends and projects needs to provide a basis for suggested funding levels used in the budget plan.
- Knowledge of technology used in budget planning.
PHYSCIAL REQUIREMENTS: In this position, the person sits at a desk and works on a computer. Person may have to attend meetings in other buildings on the PVAMC campus. Sitting (up to 8 hours), walking (up to 4 hours), Standing (up to 4 hours).
